Adopted Rules and Regulations of the Santa Clara County City Selection Committee: Section 5 was reviewed and discussed. Motion
(Klein)/Second (Burr) to change the language of Section 5. Appointments. to read as follows: An appointee
chosen by the CS Committee shall be an elected council member or Mayor of a
Santa Clara City or Town (“Elected Official”) at the time of the CS Committee’s
appointment. In the event an Elected Official appointed by the CS Committee
ceases to be an Elected Official, the CS Committee appointment shall also end
on the same date as the appointee ceases to be an Elected Official. Any vacancy
so created shall be filled by the CS Committee within 60 days of the date the
vacancy occurred.” Discussion included the language is effective with the
passage of the motion, but the action is not retroactive. Motion passed
unanimously.
- Received a report from Yoriko Kishimoto, CSC appointee to the
Bay Area Air Quality Management District. Yoriko discussed Bay Area
Particulate Matter Trends; Incentive Program for removal of wood burning
fireplaces; cancer toxicity-weighted emissions by pollutant and source
category; a spatial distribution of emissions in the Bay Area; and the
Climate Protection Program’s 2007 Accomplishments.
- Policy Priorities for 2008: Chose ABAG Housing
Allotments; countywide uniform streamlined solar permitting process; and
countywide green building standards as the focus for this year. Board
Members self selected a topic to work on for future presentation to the
Board.
- Annual General Membership Meeting: Asked Board
Members to encourage their council colleagues and city managers to attend
the Thursday, March 13 Annual General Membership Meeting with our City
Managers.
- Legislation: Betsy Shotwell discussed the California state budget and the Legislative Analyst’s analysis to the budget and the two
eminent domain propositions: Proposition 98 which the League of CA Cities
is opposing and Proposition 99 that the League is supporting.
- Anna Jatczak, County/Cities Managers’ Liaison,
stated the managers at their Feb. Meeting heard a report on the progress
of the Interoperability Project where law enforcement, fire, and public
health officials can communicate during a large scale emergency and the
County’s 911 fee. Anna distributed an analysis by the county on the
potential impacts of the Governor’s Budget on FY2009.
- Joys and Challenges: Board Members are encouraged
to bring their Joys and Challenges to Board Meetings for discussion. If
you have information you would like distributed, please send to Joanne
Benjamin and she can include the information in the meeting packet.
- Mayor Al Pinheiro distributed information on how the City
of Gilroy saved the city money by prepaying the annual PERS Employer
Contributions for the year.
- Sam Liccardo reported a Downtown San Jose Solar
Initiative was just launched that coordinates a group buy for solar
panels.
- Kathleen King suggested cities may want to consider
joining Artsopolis, an online resource for Arts and Cultural information
in Silicon Valley. Perhaps cities could negotiate a group buy.
- A challenge for cities is a continued relationship with
school districts. Board members suggested ways their city has continued
with a positive relationship.
- It was decided the Cities Association would co-sponsor the
Green Building Tour on Mon. March 17 that is being organized by the
Silicon Valley Leadership Group.
- Announcements:
- Kathleen King announced a press conference was held at
Cadence which contributed $1 million of a diagnostic and intervention
clinic for autism that will be located at the Mission Oaks Hospital facility.
- Sunshine Borelli distributed flyers to Assemblymember Jim
Beall’s free pancake breakfast on Sat. March 1, 8-10:30 am, Southside
