background information on request:

ABAG staff is preparing Projections 2009 - the bi-annual update to the region’s forecast of population, jobs and housing. For this update, staff has developed two land use alternatives and has determined their performance against ABAG’s Board adopted  regional “performance targets.” Regional targets are: to reduce driving, congestion, transportation-related carbon emissions and particulate matter in the air. The region has also aimed to increase region-wide transit access and to reduce land consumption.

request (what will be presented?) Please note presentation and questions will be alloted 10 minutes on the agenda:

ABAG staff will present the two land use alternatives and how each performs against the targets. Performance targets will be available both regionally and for Santa Clara County.

relevance to the cities association:

ABAG’s forecast of land use reflects each cities long term growth potential. The forecast also serves as the basis for the region’s housing need allocation. SB375, recently signed by the Governor, now mandates the use of emissions targets in preparing the region’s forecast.

what action is requested of the cities ASSOCIATION?

We will ask Santa Clara county local governments about the degree to which we may need to consider land use changes, if we are to make a measurable difference on the targets.
